(1) In principle, the council would be entitled to terminate W's residential placement on grounds of costs, or needs, subject to consultation. (2) On the facts, the consultation with W's parents and the professional carers (as required by [[MCA 2005 s4]]) had been inadequate, so the decision was quashed.''
