"The Applicant council seeks declarations that: (a) it is in PL’s best interests to move to ‘OL’, a care home in Lincolnshire, after a period of transition; and (b) it is in PL’s best interests to have restricted and supervised contact with his mother AL at an off-site location. ... The issues for the court to determine were where PL should live, more particularly OL or CC and with whom he should have contact, again more particularly whether contact with AL should be restricted and supervised and take place at an off-site location."
